The President has the power to call up the National Guard to patrol the border; but does he have the power to lead his own Republican forces in Congress in support of real immigration reform?

Prediction: votes will be blocked and nothing will get done. There will be a massive PR campaign to blame Bush for this, and that will leave many scratching their heads. After all, how is it Bush's fault that the Senate wont vote?
